Over 5000 subcontractors and middlemen have the access to perform this for any or all clients. It can give contract signing authority to whoever the user chooses. All political power can be converted to the hands of a few anonymous subcontractors. It's a product. It's scaleable. It learns its environment and can adjust to any political environment, any demographic. It runs silently, invisibly, and can produce plausible results that really pass for the real thing.

DEF CON 25 - One of the world's largest and best-known hacker conventions - debuted an interactive "Voting Machine Hacker Village" this year at its annual gathering in Las Vegas. In some cases within minutes – and in other cases within a few hours of the village doors opening – hackers in attendance said they had successfully found major vulnerabilities or claimed to have breached every voting machine and system present. Members of the DEF CON hacking community said they took complete control of an epoll book - a type of election equipment in use in dozens of states. Other targets that hackers claim had major security flaws include the Sequoia AVC Edge, currently in use in 13 states and the AccuVote TSX currently in use in 19 states, Those machine usages according to Verified Voting. https://www.verifiedvoting.org/

American computer programmer Clinton Eugene Curtis is seen in this video testifying under oath in front of the U.S. House Judiciary Members in Ohio. He tells the members how he was hired by Congressman Tom Feeney in 2000 to build a prototype software package that would secretly rig an election to sway the result 51 / 49 to a specified side. He explains that it would be undetectable and only takes 100 lines of code to implement, watch it and then think about where your vote is really going :)
