WASHINGTON — On day three of the government shutdown, Republican leadership in the Senate managed to garner enough Democratic votes to break a filibuster on a short-term spending bill to fund the government through Feb. 8.

A vote on the spending bill itself is expected to happen Monday afternoon, before the bill moves to the House.

The State Department announced a new $600,000 taxpayer-funded study that suggests “ideals of masculinity” in Kenya are contributing to terrorism.

The department’s Bureau of Counterterrorism is seeking a nonprofit group to “explore gender identities of boys and men in Kenya.” The grant proposal states that men being “tough, heterosexual, aggressive, unemotional, and achieving” can make them vulnerable to joining Islamic extremist groups.

Anti-Trump billionaire Tom Steyer is calling on fellow Trump opponents to throw house parties across the country next month to demand his impeachment.

“Thousands are expected to attend the house parties, which will be held from coast to coast in both large cities and small towns across the country,” Steyer-funded group Need to Impeach said in a statement. “Those who would like to host house parties can.”

The US Supreme Court will hear a Louisiana family’s case against the federal government’s decision to designate their land as critical habitat for an endangered frog species that hasn’t lived there in decades.

Justices will decide if the U.S. Fish and Wildlife Service erred in designating 1,500 acres of private land in St. Tammany Parish as critical habitat for the endangered dusky gopher frog. The high court, however, declined to hear a case on the bearded seal.

MANILA, Jan 22 (Reuters) - Philippine President Rodrigo Duterte on Monday instructed the army and police to shoot him if he became a dictator and stayed on beyond his term, a scenario his foes are warning against, amid moves by his loyalists to change the constitution.

The firebrand leader sought to dispel speculation he had ordered loyalists in Congress to change the constitution to introduce a federal system that would let him stay in power beyond 2022, when his single term ends.

Some members of the U.S. Senate are choosing to either go without pay or donate their salary for the duration of the government shutdown.

The government ran out of funding early Saturday morning, and while operations will remain fairly normal over the weekend, many federal employees will be furloughed come Monday if Congress fails to reach a funding deal.
