Everyone needs a $. Perhaps, there's a surge of unemployed humans that would have loved to have been deployed to the big "action war zones" as seen on the movies. But perhaps they got chickened out seeing so many disabled kids and flag draped coffins coming back from real war zones.

So, instead they chose the home grown pol-ice as employer then went into drug enforcement for a few more pennies a month. It is always safe in the local pol-ice environment because it is most important to make it to 30 years of service to accumulate vacation, sick leave, medical insurance and collect retirement pension and then social security. One must have a safe job.

Perhaps, when so many awesome toyz are available and so much time and energy is spent practicing at some point the training has to be implemented to see if it works. Improvement reports must be submitted also. Someone may get a promotion for this too. There are some file cabinets, chairs, desks and computers that must be used. Wait, don't forget all those payroll taxes paid to keep the game going. Ah, yes the janitor. Don't forget the janitor and gardener for building maintenance. Justified expenses of course.

After all, these taxes, tools and services were necessary because they were needed to keep all those drugs off the streets, backyards and bodies of disobedient citizens that do not know what's good for themselves. Citizens may not be trusted to make decisions. Shoot, I forgot jails, courtrooms, attorneys, bondsmen, etc. Sorry, the industry is so diverse it is hard to keep up with the inventory or related services. But, you get the idea right?

Humans like to validate their efforts on how they can perform on any given activity. Perhaps, with all those toyz some statistics report has to be shot up the line to justify sales commissions. Perhaps these statistics are going to be used to increase sales targets for manufacturer. Which in turn supplies more pennies on campaign contributions from lobbyist for manufacturers. So, the target/victim/ violator/law breaker may appear to offer "0" resistance or problems. This target would deliver the desired outcome. Headlines! Of course, this target would be chosen. Target=Example to the population. Result=FEAR?

Did the activity produce the desired publicity? Well, here we are talking about it right? Every penny spent on this activity is proof. Every plant must be collected for the common good and everyone must participate their fair share. After all, all we want is a compliant populace. Do you feel safer now? Of course you................
