If every citizen had N95 Masks, Would Government Be Justified in Locking Down The Population Next Time?

This, is from the 'progressive' Constitutional side, can you argue it? I do paint and body, have masks, but, if I run out, the entire 'Corporatist' controlled government is to blame, the same as with healthcare/1st responders.
