Although I support President Trump's emergency declaration as it is, he should have based it solely on civil forfeitures and not appropriations. I can fully understand why Rand Paul and Mike Lee will vote against this particular declaration for the aforementioned reason. Personally, I HOPE the War Powers Act of 1973 is soon eliminated in its entirety so I see the likely fallout from this emergency declaration as a good outcome. However, until the latter happens, use the available money to build the damn wall!

over to lunch to discuss their concerns. I mean maybe he could have limited the language in the emegency declaration , or something to get them to support it . Isnt he a negotiator???

Even if congress passed a "law" to give the president the powers of an emergency declairations. It would be unconstitutional. To change Constitutional law it takes a Constitutional amendment to change the Constitutional limitations on the government.
