The whole 'bug-bear' is that the Senators and Representaives, as well as  Presidents, continue to aid *both sides* in this unwinnable war. This is why the Founders warned against 'entangling alliances'- we both endorse bad economic policy in Israel and other nations, and then try to tell then who they may or may not have a peace treaty with. If we would end all foreign aid, (Federally funded) then we would be out of the empire-building business, and the PTB would be up in arms (likely literally!). Which is why Trump, Netanyahu and others may truely believe in ending foriegn aid, but fall prey to the delusion of 'but they need our aid...the UN tells us so!' (or in Israel's case, but its surrounded by enemies.....)
