1 - Rand received 8,481 of the 186,753 votes cast, which is importantly 4.54129% or 5%. The media (CNN) likes to call it 4%, even though our use of ratios and percentages are rounded up from the mid-tenths place. Anything they can do they will. Do you feel differently about 4% vs. 5%? I do. Leverage is being trivialized by the media.

2 - Paul received 9.6% in Johnson County, 8.3% in Story County, a high-seven in Jefferson and some sixes to boot; topping Carson in Johnson, Muscatine, Jefferson, 11 votes behind in Story and 48 votes so in Scott County. Rand received approx. 1,500 votes less than the two LEADING Democratic candidates combined.

You round to the even number on a split, so for this to work, someone has to tell you he got 4.5%, therefore it's rounded to 4%.  If he got 5.5%, it would be rounded to 6%.  It's actually an international standard..

"Rand received 8,481 of the 186,753 votes cast, which is importantly 4.54129% or 5%". This is not a split leverage-wise. It is mathematically .04129 above a split. Therefore, you round up to 5%.

Cruz received 51,666 of the 186,743 votes cast, which is 27.6669%. Tell me you did the math yourself and can see from my link that Cruz was above a .5000 split, therefore he received 28%;

Trump was at 24.32594% or applicably 24% as he received .17406% below the .50000 split between 24% and 25%;

Rubio was at 23.11465% or appropriately 23%;

Carson came in at .0931494% or appropriately 9% (.0018506 below the .50000 split);

Bush, Kasich, Huckabee, Christie and Santorum all are rounded appropriately (check yourselves). Rand is the only one rounded down when mathematically he should've been rounded up. Coincidence? No way.
