New Reuters National Poll - Rand moves to a tie for 3rd among independents

even though they only polled a small amount of independents, when independents are a larger portion of the voting public than democrats and republicans combined, it shows strength in the Rand campaign
In the 2012 Presidential election, the vote totals of the LP, Green and CP totaled around 1.5%. 98.5% voted R or D. Does this mean any of the following:
1. Independents mostly don't vote?
2. Independents are caught up by the "wasted vote" fallacy and remain in the R/D confines despite being more in line with a third party?
3. Independents are really just R's and D's but it is more socially acceptable to self identify as independent?
4. Only 1.5% of voters are strong libertarians, strong socialists or strong constitutionalists?
These questions have repeatedly come to me when "independent voters" are mentioned. I would appreciate comments on this.
the libertarian, Green, Constitution, America First parties are 3rd parties and not independents, independents are not affiliated with any party. Of course most of them will vote for the big 2 because that's mainly all there is to vote for as far as candidates.

Rand has said himself that the polls in the KY governors race missed by something like 14%. Before the '16 presidential cycle started the largest block of registered voters are Independents (almost 2 to 1) so under polled isn't all the story. Things haven't gotten any better for the Republicans since in fact they've gotten much worse. They are manufacturing polling data to suit their agenda just like when they did it to Dr. Paul in '12. Only now they got 4 more years experience to cover their deceptions with.
